What minor works approval or permit in Launceston actually involves
Without a minor works approval, Heritage Tasmania says you lodge a development application with your local council, which forwards it to the Heritage Council to assess the impact on the place's historic heritage values. With one, you may still need a development application under the local planning scheme. Its Works Guidelines say the tables in them describe the types of work eligible for minor works approval and the types that need a discretionary permit.
The plaster lines in the guidelines
Two lines in the Works Guidelines (Version 2, October 2025) name plaster, in a table on maintenance and repair. One says replacement plaster or render should match the heritage fabric like-for-like. The other lists select replacement, like-for-like, of lath and plaster walls and ceilings. We have not confirmed here which approval route either line sits under, so do not read them as saying plaster is minor works.

Exempt is not the same as no approval
Heritage Tasmania says that even if you are confident certain works are exempt, you still need to get a minor works approval from the Heritage Council, confirming this status. A registered building is not the place to assume.
