Plastering in Launceston

What heritage plastering in Launceston actually involves
On the Register, Heritage Tasmania says a person must not carry out any works to a place entered on the Tasmanian Heritage Register unless the Heritage Council approves them, as a minor works approval or a permit. In a local list, Heritage Tasmania says local heritage places or precincts may be protected in a heritage code of a planning scheme, and the State Planning Office says that code does not apply to a place on the Register. A building is under one regime or the other.
What the City of Launceston says
For a place on its local list, the City says an owner's obligations are no greater than for any other property, including normal maintenance and care. It says development applications are required for all major works, regardless of heritage listing, and that maintenance works are usually exempt from the DA process, with the full list of exemptions under Section C6.4 of the State Planning Provisions (Local Historic Heritage Code).

What Heritage Tasmania says about plaster itself
Its Works Guidelines for historic heritage places (Version 2, October 2025) carry a line in a table on maintenance and repair: "Replacement plaster or render should match the heritage fabric like-for-like." Its Getting Approval page gives painting, and removing non-significant fabric, as examples of works that do not impact a place's heritage values and can have a minor works approval, and does not name plastering. Whether your job is minor works is for Heritage Tasmania to say; its advisers' advice is free.
Which of the two lists an address is on is not something this site can tell you. Heritage Tasmania can say whether a building is on the Register, and the City can say whether it is in the local list.
