Plastering in Launceston — questions and answers

Cost

How much does heritage plastering cost in Launceston?

We do not answer that with a price, because no government source sets one for plastering. What can move a job before any rate is whether the building is on the Tasmanian Heritage Register, whether it is in a local list, and whether the work is inside or outside. Heritage Tasmania says its advisers' advice is free and may save you time and money, so ask them first. Ask the provider for a written quote and what it assumes. Do I need approval to plaster a heritage building?

If the building is entered on the Tasmanian Heritage Register, Heritage Tasmania says works need the Heritage Council's approval, as a minor works approval or a permit. If it is in a local heritage list instead, the planning scheme and the City of Launceston apply. We cannot tell you which list an address is on.

Process

Is plastering minor works?

Heritage Tasmania gives painting, and removing non-significant fabric, as examples of works that can have a minor works approval. Its page does not name plastering, and the Works Guidelines tables describe what is eligible, so ask a heritage adviser about your job. Even if you are confident certain works are exempt, it says you still need a minor works approval confirming that.

What does the City of Launceston require for a local heritage place?

The City says an owner's obligations are no greater than for any other property, including normal maintenance and care, that development applications are required for all major works regardless of heritage listing, and that maintenance works are usually exempt, with the exemptions listed in Section C6.4 of the State Planning Provisions. Whether a plastering repair counts as maintenance is for the City to say.

Timing

How quickly can someone get to me?

We cannot promise a time. It depends on the provider's bookings. Form and phone enquiries are passed to a local provider, who contacts you directly.

Does a Launceston winter change when plastering can start?

We cannot say what temperature any plaster needs: no non-commercial source we read gives one. The Bureau of Meteorology's record for Launceston Airport, which opened in 2004, shows mean minimum temperatures of 2.5 °C in June, 2.1 °C in July and 3.0 °C in August. Ask the provider about timing and what they do if the weather turns. A heritage approval, where one is needed, is separate from the season.

Permits and approvals

Does inside work need a planning permit?

The State Planning Office says internal buildings and works are exempt from requiring a planning permit under the Tasmanian Planning Scheme, and that you may still need a building approval. Exterior decoration of a building counts as development. A place on the Tasmanian Heritage Register still needs the Heritage Council's approval for works.
