What heritage approvals for plastering in Launceston actually involves
Heritage Tasmania describes the rule as Part 6 of the Act: a person must not carry out any works to a place entered on the Tasmanian Heritage Register unless the Heritage Council approves them. Plaster that has cracked, blown or gone damp is still works to the place. The Works Guidelines are, in Heritage Tasmania's words, the standard measure of acceptability for works that need heritage approval.

Heritage Tasmania's Getting Approval page says an application proposing to alter the existing condition of the place, such as repainting or replastering, should include notes on the existing material finishes and full details of the materials and finishes being proposed. That means the provider's quote and the approval application have to describe the same job.

Other permits can sit beside it
